The Illinois Tollway created the Department of Diversity and Strategic Development with the mission to increase access to economic opportunities for disadvantaged, minority- and women-owned enterprise (D/M/WBE) firms, as well as small and veteran-owned businesses and historically underemployed individuals. The Tollway remains focused on promoting, assisting and ensuring diverse participation in the Move Illinois Program and all aspects of its operations, including contracting, consulting and the supply of goods and services.

The Illinois Tollway Technical Assistance Program is designed to help prepare emerging and established transportation-related construction firms including disadvantaged, minority- and women-owned business enterprise (D/M/WBE) firms, service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB) as well as small businesses to participate on highway and vertical construction contracts.

Participants will receive comprehensive, customized business development assistance, build financial understanding and business knowledge for increased stability and growth in the transportation-related construction industry.


Services are customized to the assessed strengths, challenges and needs of participating firms. This includes education, guidance and feedback on general business and construction-specific operations, including strategic planning and assistance with the Illinois Department of Transportation (IDOT) pre-qualification application.

Level 1 Assistance If You Are An

Emerging Business

The GMA Technical Assistance Level 1 Program targets emerging and developing construction firms who have been in business for a year or more and have an interest and potential to move to the next level of business stability and growth. 


Emerging businesses are those who have little-to-no experience bidding on Illinois Tollway or other transportation agency contracts and need assistance with basic business operations and understanding the bid process.  



Level 2 Assistance If You Are An

Established Business


The GMA Technical Assistance Level 2 Program targets established construction firms who have operated 3 or more years and are facing business challenges, stagnated growth, or who are looking for resources to assist them in growing their companies to become ready to bid on Illinois Tollway projects.  


Established businesses may have some experience with bidding on Illinois Tollway or other transportation agency contracts; previously awarded Tollway or other transportation agency work as subcontractors; or are ready to be assisted to bid on Tollway work as a prime contractor.
